Hochul Launches Child Care Expansion Pilot in Broome, Dutchess and Monroe Counties
Binghamton, N.Y. — Families in Broome County could soon see expanded access to affordable child care for infants and toddlers under a new state pilot program announced by Kathy Hochul as part of her broader push for universal child care across New York.
The Governor visited the B.C. Center child care program at SUNY Broome, highlighting a new partnership between the state and Broome County, along with Dutchess County and Monroe County. The pilot will focus on expanding care for children ages zero to three, supported by $60 million in state funding plus matching county investments.
State officials say the initiative is part of a $4.5 billion commitment to make child care more affordable and accessible, especially for working parents and students. At SUNY Broome, Hochul met with adult learners enrolled in the SUNY Reconnect program whose children attend the on-campus center, which serves students, staff and community families.
Local leaders emphasized that the pilot addresses one of the biggest barriers facing parents: the high cost and limited availability of infant care. County executives and lawmakers said the funding will help add seats, stabilize providers and support parents balancing work, education and caregiving.
For parents, the practical impact could include shorter waitlists, more flexible care options and lower out-of-pocket costs as counties roll out expanded services.
State officials say additional details on enrollment and eligibility will be released as counties finalize plans, with updates expected during upcoming state budget negotiations.
