House Resolution Calls For ICE Overhaul, After Two U.S. Citizens Killed In Minneapolis During Enforcement Actions

Washington, D.C. — A new House resolution is calling for sweeping changes to federal immigration enforcement, including restrictions on masked operations and stronger accountability measures that immigrant families say can shape daily life, from school attendance to trust in local institutions.

Rep. Ro Khanna introduced H.Res. 1030 on February 2. The measure was referred to the House Judiciary Committee, with additional referrals to Homeland Security and Ways and Means.

The resolution cites public backlash after two fatal shootings in Minneapolis involving federal immigration agents, the killing of Renée Nicole Good on January 7 and Alex Jeffrey Pretti, a 37-year-old nurse, on January 24, and points to disputes between official accounts and video or eyewitness reports.

It also references the death of ICE detainee Geraldo Lunas Campos at Camp East Montana in Texas, which an autopsy said was a homicide, and notes concerns about deaths in immigration custody.

Among its proposals, the resolution urges votes against new DHS funding, calls for repealing a multiyear ICE allocation, seeks to end qualified immunity for ICE agents, and pushes requirements for visible identification, active body cameras and limits on masking during operations.

What parents should know: Families who worry about enforcement activity can update emergency contacts with schools, ensure caregivers are authorized for pickup, and check district communications for community-resource referrals. Advocates also recommend keeping key documents and phone numbers accessible.

The resolution is a nonbinding measure, and any policy changes would require further legislative action and committee consideration in the weeks ahead.
